The West Chester Board of Trustees approved contributions this week to help fund the West Chester Activity Center and the The National Voice of America Museum of Broadcasting.

The Trustees agreed to contribute $75,000 in 2013 to Partners in Prime, an organization that operates the West Chester Activity Center.

The West Chester Activity Center, which opened in the fall of 2010 in the building off Cox Road that used to be the home to the West Chester Library, serves as a club for seniors and also includes a fitness facility, an electronic gaming room, study space for teens, meeting space and room rentals.

Partners In Prime president Stephen Schnabl told the trustees during its meeting Tuesday night that the Activity Center is projected to have a shortfall in 2013. Schnabl said that the estimated expenses in 2013 are $401,888, while the projected revenue is $316,000.

The $75,000 is part of a descending contribution schedule created by the township. Between 2008-2011, the township contributed $100,000 to Partners in Prime each year. In 2012, the amount went down to $85,000.

“If Partners in Prime had not stepped forward and done this (taken over the old library building) – this facility would probably be a bigger burden to the tax payers than the dollar amount we are contributing,” trustee George Lang said.

According to the planned descending contribution scale, the amount given to Partners in Prime will decrease to $65,000 in 2014, to $50,000 in 2015, to $40,000 in 2016, $30,000 in 2017 and $25,000 in 2018 and in subsequent years if the township’s budget permits.

Since 2001, the township has contributed $1,120,250 to Partners in Prime.

The trustees also agreed to contribute $85,000 to the board of the National Voice of America Museum of Broadcasting. Earlier this month, the trustees officially agreed to enter into a five-year lease with the museum board. The lease agreement put the museum board in charge of maintaining the landmark off Tylersville Road and allowed them to raise funds as a non-profit corporation.

Currently, the museum is open for a few hours for tours on the third Saturday of each month. In order to open on a full-time basis and become a revenue-generating landmark, the museum board must raise approximately $12 million in funds.

If and when the fundraising is completed, it is expected to attract 25,000 visitors, bring in $475,000 in out of area direct spending and provide an overall economic impact in excess of $1.7 million annually, according to estimates by museum design firm Jack Rouse Associates.

Contributions to the museum board, like to Partners in Prime, decline over time. The declining schedule includes contributions of $75,000 in 2014, $75,000 in 2015, $50,000 in 2016 and $50,000 in 2017.

“Development on the site will return millions of dollars to the tax payers in a variety of different ways,” trustee Catherine Stoker said. “I think this is a modest return to ensure we can meet our commitment that we made when we received all of this acreage and help secure the future of the Voice of America Museum.”

Scheduled contributions to both Partners in Prime and to the board of Voice of America Museum will be reviewed annually by the board of trustees.

Looking for some activities to do with your children this fall?

The Cincinnati Enquirer’s Tony Jones found a couple in West Chester on Friday.

Jones visited the MidPointe West Chester Branch Library for its new program called Wiggles, Giggles, Rhymes, which is a weekly class for toddlers ages six to 23 months and their caregivers. During the class, toddlers and parents can enjoy a rhyme or two, as well as dancing.

He also visited the West Chester Activity Center’s weekly Bricks 4 Kidz LEGO class. The program is designed for home-school taught students and is designed to teach elementary-school aged children the principles of science, technology, engineering and math using LEGO components.

There’s a new class in the lineup at the West Chester Activity Center.  Musik Garten, led by Diane Gerndt of Seeds of Joy Music, is an interactive program for parents and children ages 15 months to 3 1/2 years featuring movement, singing, dancing, listening and playing simple instruments.  The class is now offered on Wednesday mornings, but Gerndt says she hopes to add evening classes in the future.  The Enquirer’s Tony Jones captured these shots earlier this month.

Butler County senior centers drop levy

Senior centers in Butler County will have to look elsewhere for money to operate after withdrawing a first-ever request for levy funding.

Partners in Prime Board Chairman Randy Oppenheimer said the decision was made after Butler County Prosecutor Michael Gmoser told the operators of senior centers they cannot designate the $2 million-a-year levy proceeds to the three private agencies that run the centers.

“We would not have been guaranteed we would get the money or in the amount we were putting it on for,” Oppenheimer said.

Money from the new 0.27-mill levy would be subject to the annual county budgeting process instead of going directly to the three senior agencies involved, he said.

“It’s not that I’m against it. I thought it was a fine idea,” Gmoser said. “They just don’t want to have the oversight from the county commissioners. They want the money to be coming direct. You can’t have private enterprises on tax levies for private purposes without any governmental oversight.”

County Commissioner Don Dixon, who has repeatedly proposed establishing a review committee for tax levy requests, said center officials balked at having county officials look over their business model and books before approving a levy for the November ballot.

“I think it was a combination of everything,” Dixon said of the withdrawal of the levy request. “They wanted the money just to come to them.”

The levy, which would have cost owners of a $100,000 home about $8.27 a year, was aimed at helping run Partners in Prime’s senior centers in West Chester Township (West Chester Activity Center), Fairfield and Hamilton, as well as independently run centers in Oxford and Middletown.

The plan called for Partners in Prime to receive 44 percent of the levy funds for center operations. Middletown would receive 41 percent, with Oxford getting 15 percent.

The money, divvied up based on the size of the senior citizen population, was to be used for mortgage and rents, vehicles, fuel, salaries and benefits, food, insurance and programming.

Oppenheimer said the decision to withdraw the levy request doesn’t mean his agency will have to shut down its centers.

“Not tomorrow, not next week or anything, but they can’t run operating deficits forever and ever and ever,” he said. “Anything you do, there’s always a potential for a cutback. We just have to continue trying to raise funds and control very much how we spend them.”

The agency has a budget of $2.1 million and relies on a dwindling pool of grants and donations for some of its money, Oppenheimer said.

As a result, Oxford Senior Citizens Inc. won’t be able to start a new program that was aimed at providing vetted home improvement services, said director Joan Potter-Sommer.

Nor will the agency be able to build a garage for the agencies’ vehicles.

“There’s a lot of programs I would very much like to pursue,” Potter-Sommer said. “They are definitely going to be put on hold.

“We’re going to have to be looking at other funding.”

West Chester Activity Center to host open house Saturday

Families, community members and workers are invited to an open house Saturday at the West Chester Township Activity Center.

The center, located at 7900 Cox Road, is celebrating its first year of operation in the former library building. Managed by Partners in Prime, the center offers programs and activities for all ages.

Among the offerings are fitness equipment and classes, travel, holistic therapies, art and other programs for children and room rentals.

Individual and family memberships are open to those who live or work in the township. Rates vary depending on age and other factors. Day passes are also available.

The open house runs from 10 a.m. to 2 p.m. There will be a sampling of activities offered at the center, food, raffles, and door prize drawings.

Police to host free elder abuse and fraud workshop

The West Chester Township Police Department will have its free elder abuse and fraud workshop at the West Chester Activity Center, 7900 Cox Road, from 9 a.m. to 1 p.m. Saturday.

The event is being held as part of the Butler County Prosecutor’s elder abuse awareness month. The information presented is geared specifically toward the senior citizen communities in West Chester and Liberty townships.

There will be displays and information available throughout the event with representatives from various agencies speaking from 11 a.m. until noon. Agencies and industries represented include the Butler County Prosecutor’s office, the Ohio Attorney General’s office, Partners in Prime, a Medicare fraud expert and more.

This event is free and no registration is required to attend. For more information, call 513-759-7280.

West Chester Police to help residents avoid identity theft

The West Chester Police Department will offer a free shredding and identity theft information event this Saturday from 9 a.m. to noon.

West Chester Police will have the event at The West Chester Activity Center, which is located at 7900 Cox Road. Police will accept personal paperwork for shredding and will answer any questions related to identity theft.

No registration is required. Interested community members can arrive anytime between 9 a.m. and noon.

Shakespeare Company’s acting classes begin Feb. 26 in West Chester

Registration is open for the Cincinnati Shakespeare Company’s teen acting program, the Groundlings, which will be held in West Chester Township.

The Groundlings North 10-week acting program will run from 7-9:30 p.m., Sundays at the West Chester Activity Center, 7900 Cox Road. The program is open to students in grades 9-12.

It begins Feb. 26, 2012 and runs through May 6 with a May 13 final showcase at the organization’s Race Street theatre in downtown Cincinnati. Cost is $375.

John Scheller will teach the class. Teens will study classical performance techniques along with Shapespeare and his texts. Students will receive training in acting methods, improvisation, stage combat, text analysis, voice and movement.

Young Rembrandts Enchanted Academy Summer Art Workshop

A group of children gathered at the West Chester Activity Center on the last day of the Young Rembrandts Enchanted Academy summer art workshop Thursday. Cincinnati Enquirer photographer Tony Jones captured the event.

During the class, the children learned how to create chalk pastel drawings of fruit and a Phoenix with the guidance of art teacher Terry Terrell.

Partners in Prime wins new car for Meals on Wheels

Partners in Prime won a new Toyota Primus for its Meals on Wheels fleet through an online Facebook competition this week. Partners in Prime, which operates the West Chester Activity Center, says that the new car will deliver approximately 80,000 meals over the next decade.

“It took a community effort to make this happen,” said Steve Schnabl, CEO of Partners in Prime. “We had seniors here signing up for Facebook to vote and also calling their friends and family across the country. Our staff members worked all day to encourage area businesses, organizations and residents to promote our cause. We feel honored to have such support.”

The Facebook competition included four other non-profit organizations on Thursday. The organization with the most votes won the car in what was called the Toyota 100 Cars for Good competition. Other competitors included the West Texas Foodbank, Virgina Home for Boys and Girls, Triple R Ranch and The Boys and Girls Club of Southeast Louisiana.

Toyota’s 100 Cars for Good program will showcase five non-profit organizations each day for 100 days on Toyota’s Facebook page (started on May 9, 2011). Visitors to the page can vote once a day for the organization that they feel is most deserving of a new Toyota vehicle.

The arrival date of the new car has not yet been announced.
