Text ban penalties become a reality on Friday

That means a driver younger than 18 could face a $150 fine and lose his or her license if found using a cellphone while driving. That’s for the first offense; a second offense doubles the fine and time without a driver’s license.

It’s about time, said some Colerain High School teens Monday who watched peers trying to text and drive on a special car simulator at the school for the day.

“It’s difficult. You can’t focus on two things at once,” said Randy Yazel, a 17-year-old junior from Colerain Township, who tried to text and drive and ended up hitting a virtual pedestrian.

“I don’t like people texting and driving overall,” he said. “I’ve seen friends and some parents do it. I’m sure they’re aware of the dangers. It’s just that some people don’t care.”

A national survey of teens commissioned by AT&T last year showed that 97 percent think texting and driving is a bad idea, yet 43 percent admit they do it. They could be influenced by their parents: 41 percent of teens say their parents text and drive.

At Colerain High School, the teens got into the car, put on special eye gear that let them see only the virtual road and the cellular phone in their hands. Then they were told to text typical things such as “where r u” or “what’s up this weekend?”

Meanwhile, dozens of their peers stood around a computer screen, occasionally laughing at their impaired driving.

Some drivers zoomed over the 45 mile-per-hour limit while others drove too slow. One trundled along at 10 miles per hour while texting.

Most students weaved in and out of lanes, crossed into oncoming traffic or blew through red lights.

One boy ran an intersection and hit a virtual boy crossing the street. Another killed a dog, a third hit some cars.

“It was really scary,” said Tabitha Schmeh, a 16-year-old sophomore from Colerain Township. “I knew it was a danger, but I didn’t know it would be that hard.

“You look down and think you’ll be fine, but in the next minute you’re in the median.“

The car simulator, by AT&T, has been touring the country for about two years. This is its first visit to Cincinnati.

After the program, many students vowed not to text while driving; others weren’t convinced. One boy said he texts while stopped at lights and stop signs – but Ohio’s texting ban, passed last year, makes no distinction between texting at a stop light and texting in motion.

In addition to the car simulation tour, AT&T is promoting a free app – DriveMode – for Android and Blackberry users. The app turns on automatically when a vehicle moves 25 miles per hour or more.

It responds to texts or emails, saying the driver will respond later, and it sends calls to voicemail. Automakers are considering placing similar services in their cars, said Holly Hollingsworth, an AT&T spokeswoman.

Millikin Road in Liberty Township is now open

The Butler County Engineer’s Office reports that Millikin Road in Liberty Township is now open, after being closed between Liberty-Fairfield Road and Ohio 747 since Oct. 1 for a widening project.

Before the project began, Township trustees told The Cincinnati Enquirer’s Sue Kiesewetter that they were pleased that county officials were upgrading the road.

“It’s a well-needed improvement and addresses a safety issue,’’ Trustee Pat Hiltman told The Enquirer. “They’re taking an old farm road and bringing it up to current standards for safety.”

The project, which took place on a one-mile stretch of Millikin Road, included the widening of existing lanes from 10 to 12 feet. Furthermore, two-foot wide pave shoulders and a two-foot earth berm were added. Driveways and drainage features also had to be reconstructed to accommodate the widening.

In September, Kiesewetter also reported on other recent improvements to Millikin Road.

It is one of several projects – and the second improvement to Milllikin Road – completed in the last 12 months in the growing township. Last spring a section of the road between the north and south legs of LeSourdsville-West Chester Road was improved.

Other projects included adding a roundabout at Kyles Station and LeSourdsville-West Chester roads and the widening of Butler-Warren Road currently underway at the townships eastern edge.

“With recent and coming development in the area, Millikin Road is carrying more and more traffic,’’ said Greg Wilkens, Butler County engineer. “This project will make it much safer for cars, buses, and trucks which share the roadway.”

A portion of Butler-Warren Road will close for one week beginning Monday so that sanitary sewers can be installed.

The road will close at the West Chester Township and Warren County line, .2 mile north of the Taffy Drive/Fieldstone Place intersection and .2 mile south of U.S. 42.

Northbound Butler-Warren Road traffic will detour west on West Chester Road and northeast on U.S. 42. Southbound traffic would reverse the route.

Weather permitting; the road will reopen Oct. 12.

This project is not related to the Butler-Warren Road widening effort which begins about 1.6 miles to the north.

Liberty Township’s Linn Road closes Oct. 11 for culvert replacement

A Liberty Township road will be closed up to a week next week while crews replace a culvert.

Linn Road will close 10 feet east of Yankee Road and .3 mile west of Delano Drive beginning Oct. 11.

Eastbound Linn Road traffic will detour south on Yankee Road, east on Kyles Station Road and north on Cincinnati-Dayton Road. Westbound traffic would reverse the route.

The road is expected to reopen the week of Oct. 15, weather permitting.

Work to widen a one-mile stretch of Millikin Road in Liberty Township begins Oct. 1 and will continue through mid-November.

While the work is being done the road will be closed between Liberty-Fairfield Road and Ohio 747.

The John R. Jurgensen Company was awarded the contract to do the work, after submitting the low bid of $645,008. It will be funded entirely from the Butler County Engineer’s Office budget.

Existing lanes in the one-mile stretch of roadway will be widened from 10 feet to 12 feet. Crews will also add two-foot wide pave shoulders and a two-foot earth berm. Driveways and drainage features will be reconstructed to accommodate the widening.

Although the road will be closed during construction, access will be maintained for residents, businesses, school buses and emergency vehicles. All others will have to use detours.

Eastbound Millikin Road traffic will detour south on Liberty-Fairfield Road, east on Princeton Road and north on Ohio 747. Westbound traffic would reverse the route.

The road is expected to reopen sometime during the week of Nov. 19, weather permitting.

Prepare for Muhlhauser Road slowdowns this week

Pavement repairs on Muhlhauser Road could cause traffic delays Sept. 27-28.

The work will be done on Muhlhauser between International Boulevard and Allen Road in West Chester Township. Crews will maintain one lane of traffic in each direction.

Motorists should be prepared for slow traffic or delays while the pavement is being repaired, pending weather conditions.

Ohio’s new law banning texting while driving – and prohibiting teens from using wireless communications devices in any way while driving – goes into effect Friday. Here’s what it means to you.

The rules

If you’re under 18: It’s illegal to use any electronic wireless communications device while driving in Ohio, even while sitting at a light or stuck in traffic.

This means you can’t do any of the following while driving:

• Talk on a cell phone, Bluetooth, Bluetooth speakers, OnStar or any similar device

• Write, send or read a text

• Send or read e-mail

• Use computers, laptops or tablets

• Play video games

• Use a GPS (unless it’s a voice-operated or hands-free device)

• Exceptions: Using a pre-programmed GPS; using devices while the vehicle is stationary and outside a lane of travel; calls to emergency personnel (police, hospital, fire department, etc.)

If you’re an adult driver: It’s illegal to use a handheld electronic wireless communications device to write, send or read a text while driving in Ohio.

Enforcement

If you’re under 18: It’s a primary offense, so police can pull you over just for using wireless devices.

If you’re an adult driver: It’s a secondary offense, meaning an officer would have to stop you for another reason first.

Penalties

U.S. 42 closure set for June 11-15

As part of the U.S. 42 widening project, culvert work will require the closure of a portion of U.S. 42 next week, according to the Ohio Department of Transportation.

The closure will be in place between Cox Road and Tylersville Road, just north of the entrances to the Pisgah Youth Park baseball fields, 9116 Columbus-Cincinnati Road, and the West Chester Nursing and Rehabilitation Center, 9117 Columbus-Cincinnati Road.

The closure will begin Monday, June 11 and is scheduled to be completed by 5 p.m., Friday, June 15 with U.S. 42 reopened to traffic at this time.

Northbound U.S. 42 traffic will be detoured north to Cox Road to east on Tylersville Road to U.S. 42. Southbound traffic will be detoured west to Tylersville Road to south on Cox Road to U.S. 42.

Access to all addresses will be maintained with addresses north of 9117 Cincinnati-Columbus Road accessible from Tylersville Road and addresses south of and including 9117 accessible from Cox Road.

Arrow boards and/or signs will be in place prior to the work zone to alert motorists of the upcoming road closure. To help ensure the safety of the construction workers as well as the traveling public, motorists should remain alert, reduce their speed and watch for stopped traffic.

The completion date for the entire U.S. 42 project is June 2013. The project includes widening U.S. 42 to three lanes. The widening area will provide a through lane in each direction and a middle two-way left-turn lane, from Fields-Ertel Road north to Butler-Warren Road. It also includes left turn lanes on both approaches of Dimmick Road.

Crews hope to have all major items completed by Dec. 2012 with the exception of surface course asphalt, final striping and final grade/landscaping.

West Chester Township offers a monthly construction update meeting for property owners in the impacted area. The meetings are held the first Wednesday of the month at 7:30 a.m. in Township Hall, 9113 Cincinnati-Dayton Road. Updates are also available on the township’s website www.WestChesterOH.org. The next meeting will be held July 11 due to Independence Day falling on the first Wednesday of July.

Moving huge road loads slower than expected

Two more gigantic metal boxes used in the production of industrial gases need to make the 60-mile trip from the Ohio River in Sedamsville to an AK Steel supplier in Middletown.

The third of four boxes will leave Kinder Morgan’s Sedamsville terminal Tuesday for its two-day journey through Hamilton and Butler counties to its final Yankee Road destination at Middletown’s Air Products and Chemicals Inc.

If all goes as expected, the fourth and final box will begin its journey May 31, said Elizabeth Lyons, public information specialist with the Ohio Department of Transportation.

Officials say there have been few problems with the first two loads, but the transport is taking a week longer than expected. With the boxes weighing between 238,562 and 425,800 pounds – 119 to 213 tons – the trailer carrying the equipment moves at no more than 5 mph.

“We think it’s going very well. Sometimes when you get these super loads you just don’t know how long it’s going to take, said Dan Fahringer, manager of project logistics at Air Products.

“We haven’t encountered any major problems. Although it’s taken longer than everybody thought.’’

Slowing down the delivery of the first two loads were requests to keep vehicles off the roads when schools were being dismissed, pulling over to let traffic go by when prudent, and moving utility lines to accompany the height of the equipment.

With half the equipment delivered, the crews are more familiar with the roads they are traveling, which should reduce delivery time from a three-day trip to two days.

“It was a pretty optimistic and aggressive schedule,’’ Fahringer said. “We’re getting better.”

The boxes measure between 146 and 175 feet in length, 18.5 feet wide and 19.5 feet high.

An entourage of 50 is accompanying each trailer carrying the equipment and includes a minimum of four Duke Energy bucket trucks, four Ohio State Highway Patrol, one Ohio Department of Transportation, and two private vehicles.

In the last two weeks, two of the four boxes have traveled through Hamilton and Butler counties en route to Air Products. There, they will be used by Air Products to produce industrial gases for AK Steel and other clients in the food, chemical, electronic, medical and other industries.
