MetroParks breaks ground on VOA athletic complex – The Butler County Visitors Bureau and MetroParks of Butler County held an official ground breaking ceremony last Wednesday for their $3 million project that will add 22 multipurpose natural grass athletic fields on 100 acres of Voice of America Park in West Chester Township. The fields, which border Butler-Warren and Tylersville roads, are expected to be available for use by September of 2014.

Lakota Local Schools maintains rating – Michael D. Clark reported on the annual Ohio Report Cards – Southwest Ohio’s second-largest school system maintained its top state ranking while the area’s longest financially embattled district finally dropped a category, according to the annual Ohio Report Cards, released last Wednesday. Butler County’s Lakota Schools earned an Excellent with Distinction rating despite historically deep budget cuts in recent years.

BAE to sell commercial armored vehicles business – In a $10 million deal, defense contractor BAE Systems announced it is selling off its locally based commercial armored vehicles business that employs 134 workers, Alexander Coolidge of The Cincinnati Enquirer reported last Tuesday.

Zoning Commission approves ‘high end’ apartments in West Chester – Last week, the West Chester Zoning Commission approved two proposed apartment developments that could possibly feature rents greater than $1,200 per month. One of those developments, currently called The Cascades, will have its zoning change go before the West Chester Township Board of Trustees on Nov. 13.

White House Inn becomes Casa Bianca – The owner of Symmes Tavern in Fairfield has bought the venerable White House Inn in West Chester and has turned it into an Italian restaurant, Polly Campbell of the Cincinnati Enquirer reported last week. The name is simply a translation: Casa Bianca. The restaurant will have traditional Italian and traditional American on the menu.

Colerain defeats Lakota West in battle of unbeatens – In a battle of the top two teams in The Cincinnati Enquirer coaches’ poll, senior quarterback Alfred “L.A.” Ramsby carried Colerain from an early 17-0 deficit to a 57-44 win against Lakota West at Cardinal Stadium on a wet and chilly night in Colerain Township.

Supreme Court OK’s Ohio early voting – The U.S. Supreme Court cleared the way for Ohioans to cast early in-person absentee ballots on the final three days before the Nov. 6 election, Barry M. Horstman of The Cincinnati Enquirer reported last Tuesday.

Bridge replacement on Rialto Road is complete – The Butler County Engineer’s Office announced last Tuesday that Rialto Road in West Chester Township is now open. A portion of the road had been closed since early July as the Rialto Road bridge over Mill Creek was replaced.

Lakota teen’s been to Barrackville and Romney – Matthew King, a 17-year-old Lakota East High school senior, recently created a Youtube Video highlighting two small towns in America, that just so happened to be named Romney and Barrackville. In the video, King talks to people on the street, through car windows, and people putting groceries in their cars about their views on the towns name, asking questions with only slight political implications.

Phoenix will phase out West Chester, Florence campuses – The University of Phoenix will phase out classes in West Chester and Florence, impacting 236 students, Cliff Peale of The Cincinnati Enquirer reported last week. The sites have stopped accepting applications, and current students will have the choice of finishing their programs in traditional classrooms or converting to online classes.

Lakota school district planning technology survey

The Lakota School District will be taking a survey among both parents and other community residents, to assess the progress of instructional technology initiatives across the district. The survey will assess how the district uses instructional technology for educational purposes.

Data from this survey will be analyzed to create an overall picture of technology use in Lakota schools for the purposes of district technology planning.

The survey will be distributed to parents of students this week by email. A link to the survey will also be available soon on the school district’s website, at www.lakotaonline.com.

Lakota school district finalizes 2012-2013 academic calendar

The Lakota school district finalized its 2012-2013 academic calendar Monday after the Ohio Department of Education approved Nov. 5 and Nov. 6 as professional development days for all teaching staff.

As a result, the previously scheduled Nov. 5 teacher workday has been moved to Jan. 18. Students will not report to school on all three dates.

Students will also not have to report to school on Labor Day (Sept. 3), around Thanksgiving (Nov. 21-23) and for holiday break (starts on Dec. 20) in 2012.

In 2013, after school resumes on Jan. 2, students will be off for Martin Luther King Jr. Day (Jan. 21), President’s Day (Feb. 18), spring break (March 29 through April 8) and Memorial Day (May 27).

School wraps up in late May, with a one-hour early releases on May 30 and May 31, which is the last day for students.

Contingency makeup days include Feb. 15 (conferences) and June 3-6.

New to Lakota: School district adjusting to changes- New changes like further teachers cuts, shorter school days for high school and junior high students, a healthier food menu for students, a pilot program to see how personal wireless devices like cell phones could help in the educational process and an influx of new school principals were among the fresh topics in the school district, which opened for classes (grades 1-12) last Thursday.

West Chester ranked among the top 100 small cities – Money Magazine recently named West Chester as one of its best places to live in America. The publication ranked West Chester No. 97 in its top 100 list of small cities to live. It was the only city in Ohio to be recognized in the list.

The Fresh Market opens in West Chester- Instead of cutting a ribbon to signify the grand opening of its first Butler County Fresh Market, the company celebrated by cracking a wheel of parmesan last Wednesday morning. The celebration didn’t end with a crack of the cheese, as the new West Chester location, 7720 Voice of America Centre Drive, also featured chef demonstrations, food sampling throughout the store and had drawings for Fresh Market gift cards.

Notorious sex offender caught again – Sheila McLaughlin of The Cincinnati Enquirer reported last week that one of the region’s most notorious sex offenders was out of prison seven months when he was accused of exposing himself to children again. One incident, in 2005, took place at Kohl’s in West Chester.

Mikel Horton carries Firebirds past La Salle in opener- After the game, Lakota West junior running back Mikel Horton said he wasn’t tired and was ready to go another quarter. A bold statement for the 6-1, 225-pound Lakota East transfer, who just rushed for 239 yards and two touchdowns on 43 carries in the 46-34 Lakota West win against La Salle late Saturday night in the Skyline Chili Crosstown Showdown.

Lakota East runs through Western Hills in opener – Senior running back Will Mahone rushed for three touchdowns in the first quarter, as the Thunderhawks cruised to a 42-7 season-opening win against Western Hills Friday night. In the first frame, Mahone scored on runs of 37, 2 and 27, as Lakota East jumped out to a 28-0 lead to begin the game.

New to Lakota: School district adjusting to changes

Morning traffic flowed fairly smoothly, according to both Lakota high school principals, as prior changes to busing in the state’s seventh-largest school district seemed like a distant memory on the first day of school Thursday.

New changes like further teachers cuts, shorter school days for high school and junior high students, a healthier food menu for students, a pilot program to see how personal wireless devices like cell phones could help in the educational process and an influx of new school principals were among the fresh topics in the district.

However, despite all the new changes, parents continue to be concerned with the lack of busing. According to Lakota West principal G. Elgin Card, it is still the biggest issue he hears about.

The busing cuts began in January of 2011 and additional cuts, which went into effect on the first day of school in August of that same year, officially left the district with state minimum busing.

“Back then, it was really concerning just because it was easier for a lot of us to take the bus,” Lakota East senior Claire Casper said.

“Now, I think everyone (students) has adjusted really well. It helps that they all have a certain route that they used to taking.”

Overall, cuts in recent years totaling more than $25 million – including just more than $10 million in reductions for the 2012-2013 school year – have forced the Lakota Board of Education to make some tough decisions.

Those decisions have naturally led to larger class sizes through teacher layoffs and fewer electives due to shorter school days.

“When they cut a lot of teachers that affected the students because the classes got bigger and a lot of us miss those teachers,” said Casper, when asked what was the most damaging cut recently made by the school board. (more…)

Local students in grades 1-12 will return to school this morning, as the Lakota school district begins its 2012-2013 academic year.

On the first day, students will have to adjust to a few changes including shorter school days for high school and junior high students, a healthier breakfast and lunch menu, as well as being allowed to use personal wireless devices for educational purposes.

As the Lakota community learns about the changes Thursday, WestChesterBuzz.com will interview the school district’s staff and students to find out what is being said within our local school walls.

New to Lakota: Wireless devices allowed in classroom

When Lakota high school students arrive for the first day of school Thursday, they will be able to use something in the classroom that they haven’t been able to use before – their cell phone.

Based on the recommendation by students of the state’s seventh-largest school system, the Lakota school board approved revised policies that now allow its students to use personal Wireless Communication Devices (WCDs) in school.

Students voiced their desire to use WCDs, which include laptop computers, tablets, e-book readers, some iPods and all types of mobile phones, during student-led focus groups with Lakota officials. The focus groups took place in May, as the school district looked for more effective ways to educate its students.

While the students got their wish, there is a catch, as they can only use their wireless devices for instructional purposes and with the permission of a teacher.

Students will also be able to use the devices before and after school, during lunch, and in between classes as long as they’re not creating a distraction, disruption or otherwise interfering with the educational environment.

“This is something we’ve been working on for a long time,” said Ben Dibble, president of the Lakota Board of Education. “Wireless devices are part of many workplaces and part of daily life, and they need to be part of schools as well, especially with all the new ways they can be used in the classroom.”

Beginning this fall, Lakota East and Lakota West high schools will be piloting a “Bring Your Own Technology” initiative. The data collected from the initiative will provide the district a model for a broader rollout of the program.

“A major impetus for this came from the students,“ Lakota Superintendent Karen Mantia said. “They told us last year that they have these devices and they want to use them in class, for learning, just as they use them in so many other areas of their lives.”

Obviously, there will be restrictions on student use of WCDs. For example, students will not be allowed to use devices in locker rooms or bathrooms. They will also be required to turn off their phones during tests or throughout testing week.

Students, who violate the district’s policy on WCDs, may be subject to discipline and may have their device confiscated. Illegal activity will prompt the district to alert local law enforcement.

Golf outing to help local Make-A-Wish story

The West Chester Fraternal Order of Police Lodge #186 will be hosting a charity golf outing Wednesday, Sept. 12, at the Beckett Ridge Golf Club, which will benefit a local child’s wish to visit Disney World.

Yosselin Villatoro of Liberty Township, who is fighting cancer, is event’s honorary wish child. Her wish is to visit the princesses and to enjoy the rides at the Walt Disney World Resort in Orlando, Fla.

Yosselin was diagnosed with osteosarcoma, an aggressive bone cancer that started in the femur of her left leg and spread to her lungs, just before Christmas.

Since then, she has had surgeries to remove eight inches of her femur, replacing it with an expandable metal rod, and to remove tumors. She has also been hospitalized countless times for treatments, infections and transfusions.

Net proceeds from the golf outing will go towards Yosselin’s trip with her family to Disney World.

The golf outing will begin with a shotgun start at noon. Registration begins at 11 a.m.

Deadline for Lakota open enrollment is Friday

After approving an inter-district open enrollment policy in late June, the Lakota Board of Education released details of the policy and is now accepting enrollment forms from families through Friday, Aug. 3.

Forms are available for intra-district and inter-district open enrollment and can be picked up at the enrollment center on Cincinnati-Dayton Road (across from the post office).

The intra-district open enrollment is not new to the district and allows the right of parents or legal guardians to make alternate choices for their resident students.

Meanwhile, the inter-district open enrollment is new to the school district. The policy can allow students to attend Lakota schools despite not living in the school district.

The policy grants admission to students under the following three priorities – students who have been enrolled in the school district the previous year, students who are children of Lakota employees and students who have a sibling who is already enrolled in the district.

Students requesting open enrollment will be notified of enrollment status by Aug. 10.

According to Lakota officials, Lakota has not had the capacity to accept students who live outside the district because population growth had been so steep for so long.

Recently, the enrollment has been on the decline, as slightly more than 500 fewer students enrolled in the Lakota school district in 2011-2012 compared to the 2010-2011 school year. During that span, the district-wide enrollment went down 3 percent.

If enrollment numbers increase due to the inter-district policy, the school district is not planning to hire additional staff. Furthermore, the district’s superintendent will be given the authority to deny admission to students if class, grade and/or building enrollment maximums are already met.

According to numbers provided by the district in late May, Lakota would receive a $5,704 reimbursement from the state for each student it accepts from outside the district.

Aug. 1 deadline for athletes to sign up for junior high sports

The Lakota school district is still accepting junior high athletes who register and pay their fall sports fees by this Wednesday. The previous deadline to sign up this summer was June 29, which was more than two weeks earlier than the deadline last year.

Despite the early deadline and a high sports participation fee, which was raised prior to last school year, not a single junior high sport will be canceled this fall due to low participation numbers.

However, according to Lakota’s executive director of business operations Chris Passarge, the seventh grade football team at Lakota Ridge Junior School is in jeopardy of being consolidated with its eighth grade football team if participation numbers don’t increase by the new deadline.

Junior high girls’ and boys’ golf teams will continue to play together at the same tournaments, but against their same gender for the second consecutive fall. Also, the Lakota Ridge and Lakota Plains junior highs will combine its girls’ tennis teams for the second straight fall.

From the 2010-2011 school year to 2011-2012, fall athletic participation fell 14 percent at the junior high level largely due raised pay-to-play fees. Furthermore, the decrease in participation would have been greater if not for an increase in 7th grade and 8th grade cheerleaders – from 78 in 2010-11 to 106 in 2011-12.

Overall, the increased fees – from $200 in 2010-11 to $350 per sport, per athlete in 2011-12 – led to a drop off in fall student athletes from 753 participants in 2010-11 to 644 in 2011-12.

Last fall, while participation on the 8th grade football cheerleading squad grew 38 percent, the overall participation on the 8th grade football team fell 32 percent (from 168 student athletes in 2010-11 to 114 in 2011-2012).

Also last fall, in other sports, like boys’ cross country (down 46 percent), girls’ cross country (down 37 percent), girls’ golf (down 41 percent) and girls tennis (down 23 percent) all saw substantial losses in their participation numbers.

Official participation numbers for the 2012-13 fall sports season will not be known until after Aug. 1.

To sign up for a junior high sport, students can visit the Lakota Central Office, 5572 Princeton Road, in Liberty Township or register and pay online on the athletics page on lakotaonline.com through EZPay.

If a student athlete fails to make a team, a full refund will be given a few weeks after final rosters are set.
